Mustafa specialises in infrastructure planning, public law, legislative drafting, and advising on parliamentary procedure.
Mustafa has extensive major infrastructure planning experience, having worked on over 20 Nationally Significant Infrastructure Projects under the Planning Act 2008. These projects include energy, highways, business and commercial, and airport schemes. He is currently part of the core team on the Lower Thames Crossing, and Luton Airport expansion proposals. Mustafa is also advising on advanced nuclear and small modular reactor projects, including three small modular reactor projects in the UK. Mustafa has also advised on a number of Transport and Works Act 1992 schemes, including the proposed Bakerloo Line Extension.
Mustafa’s parliamentary and public law practice includes working closely with Government and extensive legislative drafting, including drafting primary legislation, secondary legislation as well as reviewing and drafting instructions to Parliamentary Counsel. Mustafa was recommended by a Panel of the House of Lords and House of Commons to be appointed as a Parliamentary Agent in 2022.
