Drawing upon her years of experience as an attorney in the Office of Administrative Judges and Dispute Resolution at FERC, Kayla anticipates her clients’ needs and sheds light on the inner workings of the Commission.
Kayla draws on her prior experience as an attorney in the Office of Administrative Judges and Dispute Resolution at the Federal Energy Regulatory Commission (FERC) to advise clients on FERC litigation, policy, and procedure. Kayla has extensive knowledge in issues arising under the Federal Power Act, the Public Utility Holding Company Act of 2005, and Public Utility Regulatory Policies Act. Kayla also helps clients navigate FERC-regulated wholesale energy, capacity, and ancillary services markets.
Prior to joining Orrick, Kayla represented rural electric cooperatives, municipally-owned utilities, and local distribution companies before FERC in hearing and settlement proceedings concerning electric transmission and natural gas pipeline cost-of-service rates. While in law school, Kayla interned for a petroleum and natural gas exploration and production company, and a company that provides midstream services to the energy industry.
