Andrew Dean

I am a Government Contracts and Government Affairs partner in our Infrastructure, Projects and Procurement Group in London, advising governments and businesses on major transactions, public policy, regulation and engagement with government. Much of my practice is focused on the technology and communications, defence, rail, energy and healthcare sectors.

I specialise in procurement law, public law and government affairs, helping clients navigate the legal, regulatory and political frameworks that govern public decision making. My practice also encompasses subsidy control, international trade, UK export controls and related regulatory regimes.

I act for government at all levels, including central and local government, public corporations, utilities, regulators, international organisations and treaty-based bodies, including NATO. I also act for the businesses, lenders and investors that supply to, invest in, partner with and are regulated by those organisations. Many of my clients are overseas businesses establishing or expanding operations in the UK and EU and require advisers who can operate at the intersection of law, policy, politics and commercial strategy.
