The team, led by Yann Aguila, former judge of the French supreme administrative court, advises on all aspects of public law, public business law and environmental law, in respect of both French and cross-border matters, in connection with both transactions and litigation.

Working alongside the firm’s corporate and M&A lawyers, the public law team assists wholly or partly State-owned companies and public bodies in transactions involving a change of status, privatisations, disposals of minority stakes or spin-offs. It also advises on the regulatory aspects of M&A transactions.

The team regularly advises major public bodies in the structuration and implementation of their public contracts, including procurement procedures, and more generally in securing their contractual practices. The lawyers also assist public or private companies in drafting proposals for public tenders and the management of their contractual relationships.

The team also represents its clients before all administrative courts, including before the French Conseil d’État and the French Conseil constitutionnel. It has developed a renowned expertise in handling of complex, sensitive and high-profile proceedings.

The public law team has particular expertise in regulated sectors. The team regularly assists companies – historical operators and new entrants – in their development projects and their relationships with regulatory and public authorities, especially in relation to reforms in their sector.
