Outstanding jurist and notary public, he was one of the advisors for Law 108-05 on Real Property Registration. He obtained his law degree from the Universidad Autónoma Santo Domingo (UASD) in 1982 and a specialization degree in Public Administration from Hostos Community College of the City of New York. His practice has been focused on real estate law, collaborating in this area of legal practice in the best-known publications at the national and international level.
