SyCipLaw announces the retirement of partner and Special Projects head Rocky Alejandro L. Reyes from the Firm, effective August 31, 2024. Rocky, who also served as a member of the Firm's Executive Committee for several years, will continue to serve as Of Counsel to the Firm.


Since joining the Firm in 1984, Rocky has built a distinguished practice encompassing among others, energy, infrastructure, construction and taxation, and there are very few lawyers today that can match his experience and expertise in the Philippine power sector. Recognized as one of the country's foremost experts in power, he has advised stakeholders in numerous Philippine power projects and has acted as foreign counsel in non-Philippine power projects governed by foreign law. Rocky has also served as legal advisor for the drafting of the then proposed implementing rules and regulations for the revised Build-Operate-Transfer (BOT) Law of the Philippines, as well as the proposed legislation for the establishment of a Private Sector Infrastructure Development Fund.


He authored the latest Corporate Acquisitions and Mergers in the Philippines, which is part of a multi-jurisdictional guide addressing the local practical issues involved in conducting transactions in foreign countries, published worldwide by Wolters Kluwer.


A member of the University of the Philippines College of Law faculty, Rocky is a well-regarded mentor, known for his generosity in advising colleagues and students on a wide range of topics - from commercial issues in complex contracts to cooking tips, from project finance and leveraged leases to the best gadgets for lawyers. The Firm looks forward to his continued guidance as Of Counsel.


Rose Marie M. King-Dominguez succeeds Rocky as head of Special Projects, effective September 1, 2024.
