Based in Brasília, Marcos Rogério de Souza leads the firm’s Regulation and Higher Courts practice. Samuel Patu is based in Recife and practises in Strategic Civil Litigation.
From 2023 to 2025, Marcos served as Special Secretary for Legal Affairs at the Office of the Chief of Staff of the Presidency of the Republic, where he was part of the team responsible for advising the President and senior officials of the federal government on legal matters with significant economic and regulatory implications. Over a career spanning more than two decades, he has built extensive experience at the intersection of law, regulation and government decision-making, representing matters before the Federal Supreme Court (STF), the Superior Court of Justice (STJ), the Federal Court of Accounts (TCU) and other regulatory and oversight bodies. He holds both an LLB and a master’s degree in Law from São Paulo State University (UNESP), has a postgraduate qualification in Constitutional Law and is currently pursuing a PhD at the Brazilian Institute of Education, Development and Research (IDP).
Samuel Patu spent nearly 20 years at the Pernambuco State Court of Justice, serving in legal advisory roles at appellate level, with a focus on civil litigation. He holds postgraduate qualifications in Administrative and Economic Law and in Criminal Law and Criminal Procedure from the Federal University of Pernambuco, as well as an LLB from Faculdades Integradas Barros Melo.

For Marcos Rogério de Souza, the appointment broadens the scope of the work he has already been undertaking. “The decisions that most significantly affect companies’ performance increasingly originate in regulation and in the way the state applies the law. Becoming a partner means applying this experience through an increasingly strategic and integrated approach for our clients,” he said.
Samuel Patu highlighted the natural fit between his experience within the judiciary and his work in complex litigation. “Understanding how judicial decisions are shaped allows us to identify where a legal argument needs to be strongest. This is the perspective I intend to consolidate within our practice and bring to the firm’s nationwide matters,” he said.
The promotions form part of Serur’s ongoing efforts to strengthen its partnership structure. Earlier this year, the firm also appointed Luiz Fernando Bandeira de Mello to its Board of Directors. Serur will celebrate its 30th anniversary in 2027.
