On June 13, 2025, CLECSS (China Legal Education and Career Seminar Series) announced the 10th edition of its Top Ten Outstanding Young Lawyers. JunHe partner LIU, Zhen was named on the list.

 

Mr. Liu graduated from Shandong University, Renmin University of China, and Georgetown University, holding bachelor’s and master’s degrees in law. He is qualified to practice law in China and New York State and specializes in dispute resolution and compliance. Mr. Liu also serves as a practical mentor at China University of Political Science and Law.

 

Mr. Liu has assisted clients in many highly influential disputes involving joint venture disputes, shareholder derivative lawsuits, construction contracts, trade contracts, guarantee contracts, securities class actions, and the recognition and enforcement of foreign arbitral awards and judgments. He has handled cross-border disputes in different jurisdictions and has provided expert opinions under PRC substantive or procedural laws for numerous foreign judicial authorities. Mr. Liu has also participated in cases in various arbitration institutions such as ICC, SIAC, HKIAC, CIETAC, BIAC, and SHIAC. The application he handled for the recognition and enforcement of a Hong Kong arbitral award by company W was selected as a ‘Typical Case of Supporting Hong Kong Arbitration by the Supreme People's Court’. It was also included in the ‘Outstanding Cases of Foreign-related Legal Services’ by the Beijing Lawyers Association.

 

Mr. Liu specializes in compliance such as anti-corruption, multilateral development banks, anti-unfair competition, and central enterprise supervision. He has led multiple compliance investigations, rectifications, and sanction removal projects related to the World Bank, the Asian Development Bank and the African Development Bank and has helped enterprises establish compliance management systems that meet international standards. Mr. Liu has also acted as a compliance monitor for multilateral development banks. A project he handled, ‘JunHe Guides a Core Subsidiary of a Central SOE in an Early Release from ADB Sanctions’ was selected as a 2024 Benchmark Case by Lexpress. Mr. Liu was named a Rising Star by China Business Law Journal and he was included in the Dongcheng District Foreign-related Legal Talent Pool for his outstanding achievements.

 

Mr. Liu participates in various forums and training activities regarding dispute resolution and compliance topics. He has delivered law courses to graduate students at top Chinese universities and provided training for government departments, large central enterprises, and listed companies. Mr. Liu is dedicated to using his expertise to fulfill the social responsibilities of a legal professional.
