Career
He has more than 16 years of experience in advising on Dispute Resolution matters. His practice focuses primarily in the areas of commercial and civil litigation, commercial arbitration, appellate practice, complex litigation, constitutional and administrative litigation, auctions and governmental affairs.
Luis has twice served as Attorney General of Puerto Rico and was appointed Assistant Secretary of the Puerto Rico Department of Justice. As Attorney General, Luis has represented the Government of Puerto Rico.
A Juris Doctor from the University of Puerto Rico School of Law and a Master of Legal Practice from Columbia University, he is an adjunct professor at the University of Puerto Rico School of Law and a regular speaker at various industry conferences.
Admitted to practice law in Puerto Rico and Washington DC, as well as to the United States Supreme Court, the United States Court of Appeals for the First Circuit and the United States District Court for the District of Puerto Rico.
