Larry Eisenstat is Chairman of Crowell’s Energy Group. He has figured prominently in the transformation of the electric power sector, from the birth of competitive power to today’s still evolving market and commercial structures, successfully navigating both federal and state regulatory regimes. He has consistently been on the cutting edge of infrastructure development, new technology deployment, and market design, entry and operation on behalf of independent power producers and QFs, and renewable, storage and distributed energy providers. Larry played a lead role in drafting FERC’s pro forma interconnection agreement and procedures, filed the first (and to date only) successful petition for FERC to initiate a PURPA enforcement action against a state, served as lead counsel in precedent-setting market formation and pricing cases, and successfully negotiated or (when necessary) litigated multi-million dollar dispositions under power purchase and other agreements. He is experienced in all stages of project development and operations – from securing oftentimes creative interconnection and transmission arrangements, to negotiating favorable power supply agreements, to crafting new products, service requirements and market access rules. He is a hands-on administrative and judicial litigator, and has handled a variety of compliance and enforcement proceedings.
