William Barringer is Special Counsel in the firm’s International Trade practice. He has over 30 years of experience representing clients in trade disputes involving steel, automobiles, film, textiles, aquaculture and agricultural products, lumber, motorcycles, outboard motors and a broad range of electronic and computer related products. Mr Barringer’s practice includes defending foreign interests in trade remedy investigations (antidumping, countervailing duty, and safeguard investigations), bilateral disputes, disputes arising under free trade agreements, and disputes under the World Trade Organization dispute settlement mechanism. He has been involved in numerous disputes before the World Trade Organization involving trade remedies, market access, competition policy, investment policy, and matters arising under various of the other WTO agreements. He has also advised foreign governments on WTO negotiations, bilateral and plurilateral trade negotiations, and sectoral negotiations, as well as compliance issues under existing agreements. Mr Barringer’s clientele includes government and private sector interests in China, Brazil, Vietnam, Japan, Canada, Thailand, Malaysia, Europe, Russia and the United States.
