Competition, Regulation and Advocacy
Lawyer and Professor of Commercial Law at the University of São Paulo (USP), has substantial experience representing clients before the Brazilian antitrust authority. Has served as President of the Administrative Council for Economic Defense (CADE), where he was also responsible for negotiating the approval of the new antitrust law in the Brazilian Congress. Previously, he served as Chief of Staff of the Secretariat of Human Rights, as well as legislative advisor in the Brazilian Senate and in the House of Representatives of the State of São Paulo.

Author of “O Direito do Saneamento Básico” (Quartier Latin, 2010), Vinicius has also co-authored several books, such as “International Cooperation and Competition Enforcement: Brazilian and European Experiences from the Enforcers’ Perspective” (Kluwer Law International, 2014)

- PhD in Public Comparative Law from the University Paris I (Pantheon-Sorbonne);
- In 2016, he was a Lemann Fellow and a Yale Greenberg World Fellow, a program focused on leadership building at Yale University;
- Bachelor of Laws from USP
