Mr. Dowd is a Partner with over 35 years' experience providing strategic counseling and transactional and litigation representation to clients in the transportation and energy fields. He is recognized as an innovative strategist who enables clients to successfully navigate changing market and regulatory environments. Clients include electric utilities and other major consumers of freight transportation service, public and private entities with interests in surface transportation infrastructure, port authorities, and regional railroad and terminal operators. Mr. Dowd's experience extends to the negotiation of surface transportation, commodity supply and infrastructure construction contracts, mergers and acquisitions, the development of regulatory policy and compliance plans, and the representation of clients in federal and state court litigation and arbitration proceedings.
