Digital health in Brazil and the current affairs of regulation


This session will be led by Mattos Filho and speakers will give an overview of the impact of technology in the health sector from a legal perspective.

Lisa Worcman

Lisa advises clients from the technology, entertainment and intellectual property industries. She has experience in structuring efficient tax models to startups and technology companies, as well as regulations applicable to the entertainment industry issued by Ancine (the Brazilian Film Agency) and specializes in international transfer pricing and treaties, tax litigation and tax aspects of M&A transactions. She has also built up international legal experience having worked at multinational media and entertainment conglomerates.


Ana Cândida Sammarco

She is responsible for regulating Life sciences and Health, working with various direct and indirect public administration agencies, in particular the National Health Surveillance Agency (Anvisa) and the National Supplementary Health Agency (ANS). Ana advises domestic and foreign clients on matters involving administrative and regulatory law, as well as transactional and contractual matters, in the advisory and litigation areas. She has previously worked as a lawyer at Linklaters LLP in New York, USA.


Thiago Luís Sombra
Mattos Filho

Thiago works in the areas of public law, technology regulation and anti-corruption, focusing on public procurement, transnational investigations and cases conducted by public authorities and regulators.

Due to his experience as a State Attorney, he advises clients on corporate public law issues focusing on Infrastructure, such as hiring state-owned companies, sanctioning administrative procedures, concessions, bids and general administrative contracts.

He acted as Attorney for the State of São Paulo before the Federal Supreme Court (STF) and Superior Court of Justice (STJ), and as an advisor to the STJ Minister. He is currently a professor of law at the University of Brasilia (UnB), Member of the International Association of Privacy Professionals (IAPP) and the Global Committee on Digital Economics of the International Chamber of Commerce (ICC). He is certified by the International Association of Privacy Professionals with CIPP / Europe and author of the book 'Fundamentals of Privacy Regulation and Personal Data Protection' (2019), published by the Courts Magazine (Thomson Reuters).
