State of the Market discussion Hong Kong

This session led by Tongshang/Commerce & Finance Law Offices, will give attendees the opportunity to discuss topics relevant to the Hong Kong legal market and beyond.

It will take a closer look at the economic drivers affecting investment into the region. It will identify ‘hot’ sectors and industries, including any barriers to foreign investment and how the market views outbound transactions.

Leo Liu

Mr Leo Liu is the Chief Representative of China and based in the SIAC Shanghai office. Prior to joining SIAC, Rundong worked in the dispute resolution and antitrust practices of JunHe Law Firm. He has previously worked in a foreign law firm and a domestic arbitration commission in China, as well as working experience for the prestigious International Rescue Committee overseas. Apart from being listed arbitrators, he contributes to Singapore-China cooperation by serving in the cooperation councils of several eastern China provinces.

Leo participated in some cutting edge legal research projects as the member of task forces invited by MOFCOM, SPC and SAIC. He is a senior fellow of the Arbitration Rule Research Center of China Academy of Arbitration Law.

Brad Wang
Managing Counsel


Mr. Wang holds the position of Managing Counsel who leads the case management and counsel team of the China International Economic and Trade Arbitration Commission Hong Kong Arbitration Center (CIETAC Hong Kong Arbitration Center) - the first overseas branch of the largest, and oldest permanent arbitral institution in China.

Mr. Wang is also the Managing Counsel of the China Maritime Arbitration Commission Hong Kong Arbitration Center, the first and only overseas branch of the only maritime arbitration commission in China.

Before joining CIETAC Hong Kong Arbitration Center and CMAC Hong Kong Arbitration Center, Mr. Wang worked as a litigation associate. He primarily attended hearings before courts in Shanghai and Jiangsu in China and he was also an advocate in arbitration cases, where he primarily worked in cross-border commercial arbitrations seated in the Chinese mainland, Hong Kong and Singapore.

Eric Chow

Eric Chow is the founding member of Eric Chow & Co. in association with Commerce and Finance Law Offices.

Eric's practice focuses on corporate finance transactions including initial public offerings, secondary offerings, mergers and acquisitions, takeovers, joint ventures, Hong Kong listing rules compliance matters and other commercial transactions. Eric has over 10 years of experience advising multinational, PRC and Hong Kong-based enterprises and investment banks on a wide range of corporate finance transactions.

Eric was also seconded to Morgan Stanley's Legal & Compliance Department in 2014-15, during which he mainly focused on the transactions in the Global Capital Markets/ Investment Banking Department. Prior to joining Commerce and Finance, Eric practiced law with a leading U.S. law firm in Hong Kong.

Qiang Cui

Mr. Cui’s practice focuses on commercial disputes. Mr. Cui has honed his expertise in handling large quantity of contentious matters concerning equity investment, real estate, construction and infrastructure, international trade, transport and logistics, intellectual property and non-performing loans. He has successfully represented financial institutions, multination enterprises and large-scale Chinese companies in numerous proceedings before Chinese Courts and arbitral tribunal under rules of CIETAC, HKIAC, BIAC and SHIAC, etc.

Mr. Cui obtained LLB from Peking University School of Law and LLM from University of Pennsylvania Law School. Mr. Cui has PRC bar and NY bar.

Qishi Li

Qishi Li has been focusing on dispute resolution practice for about ten years since graduation from law school. Ms. Li has a broad commercial practice, but has expertise in the areas of international trade and trade finance, equity and joint venture, banking and finance, copyright, insolvency and restructure. Ms. Li frequently appears in PRC courts at all levels and arbitration tribunals in PRC. Ms. Li also has considerable experience in international arbitration, and has represented the clients in various international arbitration institutions. Ms. Li has been often engaged by international law firms or clients to advise on the matters under PRC law, or to give legal opinions for the overseas arbitral tribunal or foreign courts.

Ms. Li was a researcher of Service Trade Promotion Guidelines Drafting task force hosted by MOFCOM, and gives lectures on dispute resolution or lawyering skills on various occasions.

Jun Shen
